Abstract
Web service orchestration into a unified business process is possible with the help of the Business Process Execution Language (BPEL). This document explains how citizens may make the most of BPEL when they apply for a new water connection. To accomplish global interoperability across web services protocols are required. Any time one of the parties to a commercial transaction denies having any hand in the deal non-repudiation arises as a major security risk. When a citizen requests a new water connection a number of servers engage in transactions with one another. This work proposes a safe protocol to handle these interactions. To ensure the safety of e-governance apps the secure protocol (SP) is used.
