    Abstract

    Public policy implementation represents the critical phase in the policy cycle where governmental intentions are translated into concrete actions and measurable outcomes. While policy formulation often receives significant academic and political attention the success or failure of governance largely depends on how effectively policies are implemented and how administrative systems ensure accountability during this process. This study explores the dynamic relationship between public policy implementation and administrative accountability arguing that effective governance requires not only well-designed policies but also transparent responsible and answerable administrative mechanisms. The research examines theoretical perspectives on implementation including top-down and bottom-up approaches institutional and governance models and the evolving role of public administrators in democratic systems.
